Case 411 PTO Won't Disengage

I have a Case 411 (1955-1957) with a PTO that continually spins. What could be causing it and how can I fix it? I've tried adjusting the lever under the seat but have yielded no results.
 
The early model 400 did not have a pto brake. They will spin all the time. They should not pull a load when disengaged, but will not stop turning

What type of oil do you have in the PTO housing? Case specified using type A auto transmission fluid. If you have regular hydraulic fluid in there it can cause the clutch disc to drag when it is disengaged. Another possibility is the disc have warped a little over time also causing them to drag. Either way you will want to shut tractor off to put a PTO shaft on it. If the PTO doesn't stop with an implement hooked up and PTO clutch is disengauged, you will need to adjust the pressure on the discs. You should get an operator manual to get directions on how to make the adjustments. The manual will explain it better than I could.

Not sure on the fluid as I just acquired the tractor a few days ago. It is definitely fully engaged when I have it shut off. I put a post hole digger on it yesterday when it wasn't running and when I started the tractor it was definitely stuck on. I'll definitely have to check the pressure on the discs. Thanks for the info! I may try getting a manual at Tractor Supply tomorrow.
 
I highly doubt that the oil is causing the drag. A post hole digger isn't much of a load either and may spin regardless, Did you try using the digger, and did it stop when it was dropped into the ground with the lever disengaged.
Chances are that the clutch plates are warped, and need replacing.
