W3 (530) power steering cylinder repacking?

My tractor has the single cylinder for power steering assist. I tried pulling it apart today yet no go. I removed the internal snap ring and washer beneath snap ring. I put rod end with nut in vice and used a block of wood and hammer to try to extract rod out of cylinder. I didnt want to hit it too hard. I expected it would come free. May there were special tools back in the day to take it apart?

 
You can replace the shaft seal but the rod cannot be taken out, the seal is the only servicable part on the cylinder.

Thank you Mel. Is the shaft seal an common part to get from a hydraulic shop? I don't think its leaking. Based on the poor inside condition of my power steering pump, G45292, I'm sure its not building pressure.
