Might be for testing the hydraulic pressure. Of course missing the connecting hose and fittings. ????? gobble

It is part of the VA series eagle hitch hyd test equipment. I have one as well.

It is used for testing hydraulic pressures but it looks like it is out of calibration unless you have 75 psi on it now.
