830 Draft O Matic is Stuck in the Up Position - Any ideas?

Have an 830 Comfort King. Tractor hadn't ran for awhile, started it the other day. 3 point Draft O Matic Arms were in the down position. The arms went to the up position when the tractor started and now will not go back down. Linkage is all free, any ideas on what I've got going on here? Is there a pressure relief valve somewhere that could be stuck? Thanks in advance for your help.
 
Is that the spring that connects to the steering column base? I cleaned it and that spool moves in and out about 3/4" inch total when I move it by hand.
 
Have you tried to push them down? I've had
the shaft get tight from lack of use so you
have to push the arms down. A little use
has always freed them up for me.
 
I had the same problem with an 830 I bought this summer. took off the floor board in front of the seat. lubed everything up good
the valve was moving in and out but the 3pt would stick in the up position. Ended up pulling the Draft o matic valve off. Caution
if the 3pt is up you will get a shower of fluid squirting up LOL ended up being the down valve on the spool was sticking because
someone had dropped a extra oring in it.
 

Problem was definitely in the draft of matic valve. 2 of the valves were not moving in there, lots of gunk. It is cleaned and awaiting new o-rings and seals. Arms are down, and we managed to not get soaked by fluid in the process :) Thanks for your help!
