My question is what are the differences between a 3394 and a 3594 besides hp? Can I turn a 3394 up to equal the hp of a 3594?

You can, no doubt, I checked the parts site and the tractors have the same amount of plates in the power shift but looked no further into the transmission or torque limiter. If you can do without the extra power my inclination is to leave it alone, it will last longer and use less fuel.
