1948 Case SC carb question

Trying to bring a 1948 Case SC back to life. Trying to get the carb in proper order and noticed there is about a 3/16" diameter hole near the primary butterfly flap in the main casting.

My question is should there be a welch plug in that hole? Seems to me it could suck unfiltered air thru that hole otherwise. That said, some pics on internet I find seem to show it open and others show it closed so far from certain based on pics I find.

Will try to post some pics of my part when I find my camera.

Here's a pic off my 48 SC. My parts book dated Nov 48 shows no plug, or hole needing plugging. The other welch type plugs are shown. I've 2 SC's with this carb, and it appears to be either a brass plug or lead type plug in the hole. Definitely should not be open. Probably there from the casting process and plugged at that time.

My guess is that the same casting was used in many different applications, some of which required a pin to be pressed in that hole, perhaps as a limit for the throttle butterfly. Does the hole go through, or is it blind? If it's open to the inside of the carb, I'd drill it, tap it and put a screw in it. You could drive a piece of lead shot in it, but I wouldn't trust it not to fall out.
 
Pic I posted is a loaner from the internet....as I still not found my camera...regardless many internet pics show it as open

However that hole is wide open on mine and it made no sense to me to be open unless it is a way to keep a carb from condensating but sucking in unfiltered air seems bad to me.

I will likely tap it and simply install a short screw
 
I just recently rebuilt my carb for my Case SC. I just looked at mine and there is a hole there, but mine is a blind hole that only goes in about 1/4 inch.

If this was an automotive carb, I'd say there was supposed to be a nipple there for a vacuum line. Seems rather unlikely given the application...
