I have an 830 that has been sitting for 15 years that I just got running but the throttle linkage will not slow the tractor down and is stuck on high idle. Any solutions without removing pump.
 
When I bought mine, it had the same issue, and it wouldn't shut off, the owner was putting it in gear
with the brake on and killing it. Mine had issues in the steering column, with the way the foot throttle
and the hand throttle interacted. I took off the lower valance (under the dash) to gain access, there is
a roll pin or two to tap out, and I was able to clean, lube, reassemble and it's been working flawless
for years. If you have access to a parts book, it will show the linkage behind the cast steering column
 
I was messing with the throttle and watching the linkage move on injector pump and no response. Should I take off the foot throttle linkage?
 
Disconnect the throttle rod at the governor lever, and see if it will work as it should moving the lever. Pulling it back for speed increase, pushing it forward to stop the engine. If it doesn't work like this the pump MAY have problems from setting so long. Just one stuck plunger will cause the rack to be unable to move to control the fuel.

I have removed the pump for closer inspection as it would not open the fuel for starting. the lever for throttle control feels sloppy with a little spring return is this normal or should it be stiffer?
 
The throttle lever will feel loose toward the forward-off position, and have tension when pulled back. An easy way to check for a stuck rack, which is actually caused by one or more stuck plungers, remove the round rack cap at the front of the pump. Has two flats for a 19MM wrench. Inside is the rack with a screw and shims for starting fuel setting an the test bench. With the cap off, move the throttle lever bottom forward, rack should pull back into the pump. Pull the throttle lever back, rack should come forward. If rack WILL NOT move with the throttle lever, pump needs repair. Had the same thing happen on a 930 pump early this summer, I had to tear down the pump to free up the sticking plungers on that one. Common problem on engines that set a long time with old stale fuel.
 
I took off they two sided cap only to find a slotted screw which I did not mess with hard to find good diagrams for reference.
 
If the rack is stuck which it sounds like it is you are damn lucky you didn't blow the engine into a million pieces. Do like diesel tech says.
 
Thanks for the help we were able to free the rack and it purrs like a kitten. I have ran it down the road and noticed the hydraulic fluid is milky gonna change soon. Is it best to drain all the cylinders of oil before adding new. Also any kind to schematics or shop manuals would be appreciated.
 
I forgot to mention links for schematics or manuals would be helpful. The case o matic has 2 plungers and top one has the lever broken off. What's the top plunger operate?
