Case 385 diesel three cylinder timing issue

I posted this in tractor forum(should have posted it here) and had several replies.

The fuel injector pump and injectors were removed by independent mechanic, pump and injectors were reworked by a very trusty and long established repair facility.

Mechanic fell ill and has not be able to return to install pump and injectors. I took it upon myself to install pump and injectors. Mechanic did not place scribe marks on injector locking ring. Attempted to start tractor only smoke coming out of exhaust.

Removed injector pump and returned to repair facility to find when number one cylinder would get fuel. Reinstalled pump without locking ring, rotated cam shaft until piston number one was at top. That matched TDC on timing mark on front of engine. Manual states 10BTDC, rotated cam shaft to 10BTDC. Installed pump shaft lock ring. Engaged starter and bleed the lines up to injectors. Only colored smoke came out exhaust.

Loosened locking ring and rotated pump shaft in all three possible locations. Within each location engine was rotated in order to try and start engine. Never could get engine to start. Sprayed starting fluid into air intake and engine would run briefly.

Injector Pump is case part number 1329101C91.

What am I doing wrong?

What is purpose of o-ring on injectors?

Any suggestions would be appreciated,

First thing that comes to mind is the engine is 180 degrees out of time, the easiest way to verify that is to remove the valve cover and see that both #1 cylinder valves are on their seat when the TDC mark is aligned with its pointer. As you already know the pump must also be in that position. It has been a long time since I worked on one of those so do not remember if the flange and engine have scribe lines that need aligned, maybe DieselTeck can give us a heads up if he sees this post.

Good suggestions, the problem is mechanic did not place scribe marks on injector pump locking flange. There are three possibilities to make in the three slots on the flange.
