1070 PTO will not shut off.

Our 1070 PTO when disengaged keeps spinning slowly. to fully stop it I have to shut the tractor off. once restarted the PTO stays off until I re-engage it, but to fully shut it off again requires shutting off the tractor again.

Is this a clutch pack issue or the Hydraulic control valve issue?

I am leaning towards the Hydraulic shut-off, having some bleed by, but before I go tearing into the wrong part, I figured I'D better ask.
 
Probably your brake is wore out and needs replacing.
Just to check it, un screw the 3/8" line that feeds the PTO clutch and see if there is any oil flow coming from the line when you have the lever OFF. If no flow, bad break. If flow, adjust the cable from lever to PTO spool, to stop flow. Since it does stop and does not spin after engine is restarted, I am ruling out warped plates.

The hydraulic brake piston is hydraulic released and spring applied, the very earliest units had an offset brake shoe and the updated ones had the centered ones. A Loren stated, if there is no oil going to the rear casting to feed the clutch and release the brake the problem is in all likely hood the brake shoe lining being glazed. The fact that your clutch will stay stopped indicates that your clutch linings are not warped. Do not even try to repair the old brake lining, get the complete new assembly, I have learned the hard way not to reinstall a used brake shoe.
