2590 brakes

Went to look at a 2390 and 2590 tonight that are available to me for a good price both run well however they have been mostly setting for several years, last fall they were moved to where they now sit and everything seemed fine, today when I went to look at them the 2590 seems to have a brake that is stuck, the right hand brake seems to be tight and also the pedal for that side seemed solid (didn't move) to begin with, I eventually got the pedal slightly freed up but the brake still feels tight, Has anyone ever seen this before or have any ideas?

Open or remove RH brake bleeder and see if brake frees up. This will tell you if problem is in brake valve or at brake piston.
