Hi everyone,
I just put new head gaskets on the 400 - they were leaking oil down the block because of bad orings. Today I finally got the heads back on with all new gaskets and followed all instructions in service manual. All torqued to spec.
Now when I start it, it runs at about wide open and is running lean - choke is needed to run. The throttle lever has no control. It ran perfect before this job. Any suggestions?

sounds like you have a vacuum leak somewhere on the intake manifold, take some carb cleaner or something similar and spray it around all the
intake ports, when you hear the engine speed up a little you know you have found your leak.
 
Did you tighten the heads before the manifold? with individual heads this can cause a leak and possibly crack the manifold. Nick
 

Sounds like Nick has nailed it, both posts are correct, the intake and exhaust MUSt be on and torqued before the heads are torqued down, I put them on without gaskets, torque then remove manifolds to do the rest of the work without it in the way
 
Intake manifold studs should be only torqued to 27ft lbs CM

Yes, I put on the manifolds before I torqued the heads down. I'll take the intake off tonight and check it out. Thanks for the replies.

Hi Everyone,

All of your advice was right on point. For some reason when I put the intake back on, it when on a little cock eyed. I removed, re-cleaned all the surfaces, and bolted back on. It seems to have done the trick. It is running as smooth as it was before.

Just a funny side note - I turned the tractor off and went inside for a bite to eat, came back and about 2 gallons of gas were sitting on the garage floor. Seems like now the float is stuck - if it's not one thing it's ten others! The joys of restoring old tractors!
