1490 stuck pto clutch remedies

Bought this 1490 where it sat on a dealer lot. Pto clutch is stuck as I get some grinding when engaging the pto lever behind the seat with the pto clutch lever locked up and disengaged. Did the test where you engage pto clutch ratchet lever into locked position and try to turn pto with a pipe wrench and it's damn near impossible to turn without standing on the wrench. I have already tried adjusting the cables per the IT manual to no avail. I get movement of the cables and they seem to apply good force as it takes some pull to get it locked out. Attached is a picture of the pto lever. I will try this weekend putting my mower on and working it hard with the clutch lever locked up as suggested by Adirondack Case Guy. Any other known remedies I can try or anyone know how to maybe spray some brake cleaner in there, is there any access point?

If you got advice from Adirondack Case Guy you can bet you already got the best advice you can get. Did ya get rid of that old ford or just buy a new tractor?

The lever you have pictured is the parking brake. The PTO clutch lever has the button on the end, not the side.

You adjusted it where the lever goes into the right side of the bellhousing?

Do you have the Borg and Beck clutch(12 coil springs), or the Laycock(one big flat spring)?
 
Sorry about the wrong picture post but I have been dealing with the other lever. I'm a weekend warrior as I live 120 miles from the tractor so take lots of pictures to be able to ask questions. I'll get better information this weekend. So it appears there is no access point or inspection holes to get something in there. Let me try the mower trick and I'll post back. Hi, Byron, I still have the old Ford, got too much time and money in it to get rid of it but the engine has a blown rod and I'm looking for a replacement/swap for it.
 
Clutch inspection cover is the 12" round cover under the clutch held on by four 5/16"(1/2" wrench) bolts.
 
I'm glad that Rich confirmed the cover on the bottom of the clutch housing that I eluded to. It's been a while since I have been around one of those tractors. Good luck releasing the frozen up pto clutch disc. As I said on phone, I got my fingers crossed.

Both types of clutch have internal adjustment. You would need to determine which clutch is in there first. also see if anything looks broken, or broken parts fall the cover.
 
I'd expect out of adjustment more than I would a stuck clutch.

with the cover off you can confirm that the clutch is mechanically being thrown. the PTO clutch is the outer/bigger bearing.
 
wow, I feel like a complete moron but what a relief to not be looking at a split. A picture is really worth a thousand words and you guys have already saved me money and time by catching stuff on posted pictures. Being 120 miles away from the tractor is sometimes difficult to keep track of mentally without hands on. I was indeed looking at the wrong lever and RG you nailed it! I'm posting a picture of the correct lever for future searchers on this topic. The pto clutch lever is the one on the lower level of the tractor next to the range selector levers. Thanks to everyone!
