1963 CASE 440 starter...!

Hi,
this was brought to me, no power on start up.
I noticed right away, the Bendix seems far too close.
The guy told me, when he installs his starter, he needs to align the Bendix with the ring gear, apparently, the teeth mesh.
Is this normal...?
I fiddled with it, and moved the screw, the screw that has a pin and spring, so the screw moves down farther, so now the Bendix can rest out of reach of the ring gear.
But, I havent tried it on the tractor.
The first pic, shows how it came to me, and secound, how it looks with the pin and spring moved, so it dosent lock to close to the ring, and now can move way down.
Havent a clue how it will work installed.
I'm not familiar with this starter...
Would anyone have an exploded view of the starter,especially the Bendix...

Last pic, found online, Bendix moved way back, seems normal, the way its supposed to be, but I cant figure out why this one is so close

Search "starter Bendix" on Google. The is a multitude of pictures if you search under images. Loren (below) explained it perfectly. The pinion gear (little one on the starter) is retracted from the flywheel ring gear until the starter is activated. When powered, the speed and torque of the starter motor cause the pinion gear to extend out on a very coarse thread on the shaft to engage the flywheel ring gear. It is then spring returned when the starter power is removed. I suspect your Bendix is stuck extended, and either needs lubricated and freed, or replaced. As for no power on startup, that will be a whole other issue.
