870 brake. Cleaning, adjusting,replaceing?

I just bought a 870 & it is one of the cleanest nicest low hour 870s I've seen in a long time. It has sat in the back corner of the shed for a while. In fact the very detailed records I got with it says it has 12 hours on it since 2005. But while driving it the brakes don't stop real good. Both brakes seem to work & they seem even but you wouldn't want to have to stop in a hurry. I haven't pulled the drums or done anything yet. What are some things I should look for. Thanks Gerald
 
glazed/burnt disc's, oil soaked ones,, stretched return springs and discolored ramp balls, low hours on it it sure should not need a shim taken out of the cover yet,, also make sure the auto-adjusting nut turns freely and the springs on its system are not off or broken

Everything Tom says + make sure the arms return freely.Seized pins seem to be a problem.
