300 round nose, eagle hitch stuck in up position

Tractor had an old trip bucket loader on it, that was working before taking it off this weekend. The eagle hitch doesn't go up or down though and is stuck in the up position. Is not low on fluid, so would it likely be a linkage issue maybe?
 
A few things to check:

First of all the engine needs to be running to provide pump pressure to move the interlock spool to the return oil position and bleed off the oil on the piston.

Check the pump lockout plunger is all the way pushed in to engage the pump drive.

Check that the linkage is fully stroking the control valve.

If the loader/Eagle hitch hydraulic system are on the same control valve and has a selector valve check that it is in the Eagle hitch position.

Next disconnect the oil line at the piston fitting to see if the piston has a hydraulic lock on it. If it lowers the draft arms problem is no pump pressure, the interlock spool is not moving to the return position or the control valve is obstructed. A restricted return oil filter can slow it down but would likely blow a hole in the element.

If the draft arms remain up with hydraulic line disconnected and bled down it is a mechanical problem. the piston may be seized in the bore, the rockshaft may be seized. I would disconnect the linkage at the lift arms to determine if either piston or rockshaft is seized.

Thanks Joe. When we get done butchering deer and get it back in the shop I'll start going through all this. Did find we have a shop manual for this tractor already in the pile of manuals, so will have to drag that out and give it a look.
