Case 2290 gear grinding

I have searched around and cannot find the exact issue I have. I am currently looking at a clean 2290 with PS. The PS works fine, all other hydraulics work fine. The problem is when you push in the clutch to put in or change gear, I do not get the Case clutch "grunt" and it grinds trying to put in to any of the range gears. It is also very hard to pull back out of gear once it is in. I thought I read somewhere that there is some sort of mechanism that acts like a tranny brake so shifting can be done. Driving wise, the tractor stops and pulls out fine, just can't shift it without grinding gears.

Had the same issue on auction sale tractor, but it also had a rattle in the drive. Digging in to it found the bearing with the snap ring around it- the one on the planetary -in backwards This caused the input shaft to drag on the planetary instead of pushing on the endthrust. So... Has it been apart?
Yes, one clutch (c4 if I remember) is supposed to stop the gears when you depress the inching pedal.
