Case 495 Won't Start

We have inherited a Case 495 tractor and it won't start. We are new to working on tractors. We hear nothing when we turn on the key. I removed the wire that runs from the Neutral Safety Switch to the Solenoid tab and measured 12.8 volts at the end of this wire when turning on the key. When I connected this wire back to the solenoid, I measured only 10.8 volts at the Solenoid tab when turning on the key. What would cause the voltage drop? Is it a bad Solenoid or something else. Any or help or advice would be appreciated.
 
I would start by looking at the battery cables , are they in good shape , clean and
making good contact. If the battery is good and fully charged a poor contact with the
ground can be a real problem on these tractors.We ran a separate ground wire from the
starter to the frame, on a 584 we had , worked well.

Bruce, how did you connect a separate ground to the starter? We thought that the casing provided the ground. Do we need to drill another hole and run to the ground cable?

has the old tractor, so I slipped by and took a pic.
We added this ground strap in 1985, and it ended a
similar problem we were having with this , then ,
