Case IH 695 air in brakes

I can't get air bubbles out of brakes. I have replaced 3 I'rings on both sides and replaced worn brakes discs. I have pumped brakes to remive air but still have constant bubbles...followed the service manual procedures. There is no obvious leak in the brakes lines. Master cylinder tank is not holding/maintaining fluid. Anyone have any suggestions on what to do next?

There is a metal tube that maintains the oil level in the reservoir,sometimes it slides down into the hose and you can remove hose and push it back up ,but it will not stay. The best thing to do is replace it with a new reservoir, because they change them.

Hi Marlin...thanks for the tube suggestion. I was able to get all the air out of the lines but still don't have pressure in the brakes (they go to the floor). Any suggestions?
