VAC engine oil in cylinders

Hi

So my VAC was running about 1/2 power. I pulled the plugs and they were wet. I can't really tell if it is fuel that is black from carbon, or oil. It doesn't smell like fuel so I think it is oil. I pulled head off and the gasket seems fine although both the exhaust and intake runners on the 2 middle cylinders are wet. I don't think I am getting any combustion in them. I took the valves out and they seem to be sealing. I had a broken valve spring a few years ago so I had all the valves done at that time including new seals.

How else would oil get into the cylinder if not through the gasket or valves? What else should I look for?

If they are wet the plugs aren't firing. Was it running on all cylinders? If it is firing it would smoke like crazy if oil. Should have rubber bonnets on the intake valves to keep oil from being sucked past the intake valve stems. Are the valve guides good?
 
Rings not sealing maybe? Had that happen to me on my farmall h, 3 & 4 would foul the plugs and it would misfire.
 
So a bit more info. I am pretty sure the crankcase had a considerable amount of gas in it. I couldn't really smell it but the oil was very thin. It rushed out like water when I drained it. I put the head back on and did a compression test. I should have done that first. Cylinders 1-2 read 115 psi and cylinder 3 read 30 psi and number 4 10 psi so that is obviously a problem. I did a wet compression test but the numbers didn't change so I am still not sure if it is the rings or the head.
 
Make sure the valves are closing all the way and that the tappets are set correctly. You might also try a good ATF soaking in the 2 cylinder wit hlow compression just in case it is stuck rings
 
When you pull the head off set it up so it level putting blocks or whatever turn it over make sure the plugs are in it and cover the valves with gas, thinner, water I used water just because it safer if there not right you'll have water coming out the intake or exhaust ports. I wouldn't count on anyone doing a head job right had a guy do mine new seats new valves new guides. However when I checked it I had not even put it on I had 3 leaks. I lapped them and put it back together rechecked and no leaks.
