DC governor

I am getting my 51 DC together. I am having trouble getting the RPM's right on it. I have tried to adjust the linkage. The spring is new. The arm across the front of the motor is adjusted according to the book. The linkage from the arm to the carb is adjusted to specs. If I adjust the linkage from the hand throttle to the arm so it revs up it will run up about 1700 RPMs. If I adjust it back it wont rev at all. I adjust the linkage a 1/4 to 3/8 of a inch at a time. When it goes up to 1700 it never "bumps" the governor either. Any idears on what I have goin on here? Thank you for the advice in advance!!
 
It might be the bearing inside hanging up. I have mine apart, and can see evidence of this happening before, so it's getting a new one. The bearing is mounted on a spindle, and the fly weights control the whole thing. If the spindle hangs up on the shaft, flyweight is worn or sticking, or bearing isn't spinning right, strange things will happen. The bearing face on mine has two wear marks in the face which would change the position of the shaft depending on where it was touching the fork at the time, causing variations in engine speed.
 
Check if the gov. finger inside the cover has flat spots worn on them where they run against the bearing, they don't want to come off that spot if they are worn, put a spot of weld on it with a mig and grind it smooth

Great tip. I went out and checked mine and sure enough, the fingers were worn. I had seen the two wear marks on the bearing previously.

That would explain the stalling I was getting while first getting my '41 unstuck from it's muddy parking spot, and loading on the trailer. No governor action at all.
 
Well I appreciate all the great advice! I took it apart and stared at it like a monkey doing a math problem. I had no flat spots on anything so put it all back together and the RPMs stayed at 1420. I have no idear what I did or how I fixed it but it's good to go now!
