VAC-14 Bouncing Governor Persists

If the external governor spring is good what is the next likely problem? When hitting a bump at full road speed (16 mph) it will sometimes not stop bouncing till I back off the throttle. Governor spring looks/feels good.

Does choking it hurt or help?? A lot of times a surging can be caused by an engine running a bit lean and then when you hit the bump it cause the gov to want more gas but since it is running lean it doesn't have the gas there to give it
 
if the carb settings is not the cause,, your carb to governor rod may need adjusted a bit, I have also seen this caused by the throttle butterfly shaft being loose on the rod mounting plate

Try this first, just don't go more than a quarter turn at a time. It is very sensitive. Keep track of where you started in case adjustment is needed in opposite direction.

Unhook the linkage from the carburetor. Move the hand throttle to full open. While holding the throttle shaft full open, the linkage should hook up without moving anything. The governor seems to be a little more sensitive on these that other brands. Lee
 
I have always followed the service manual instructions setting this rod,, wide open and then set it so you have a turn too short to hook up for a starting base,, (this loads the governor) then 1/4 turn at time if it does not act correctly to fine tune response.

That was it, Old. I increased the fuel mixture and it works properly even over some bumps I would normally slow down for.

I know the manual calls for 1/16" clearance on the stop pin which is about what the one turn would be. I have found on engines with a lot of hours and/or may have not had the best of service intervals as far as oil changes, that there is a extra play in the governor assembly. By letting the throttle hit the stop a little quicker it seems to help with the surging. This may not be the case with his. Would be interesting to know if it does it while under a medium load. That is usually when they are the worst if it is from wear in the weight pins or the actuating lever is loose. Just passing on information that has worked for me.
