VAC-14 Instrument Panel - What Is It?

What is this bracket mounted on the upper left side of my
instrument panel for? It is held on with two screws.

Your tractor originally had a twist lock throttle cable.
There were so many complaints a kit was made to convert them to the lever style.
I believe the VAC-14s with the twist lock throttle were built from left over stock of regular VACs .
