That's the overflow drain tube. Early inline pumps were not engine oiled like the later pumps were. Early pumps did not have the ducted plungers, so over time the diesel leakage past the plungers overfills the cambox, then runs out the overflow tube. Most early Deutz Bosch pumps and Ford Simms pumps have the overflow tube also. The large cap on top is the oil fill, and some Bosch pumps had no oil drain, but did have a level plug on the rear governor cover. Simms pumps have both the drain and side level plugs, and a top filler plug. Use the same oil you use for the engine.

Is everybody sure that the drain pipe is factory. My early 830 Has a drain pipe with a loop bent up about three inches and then back down. The ones in the parts book also have this style. I would be concerned that the drain pictured would run the pump dry of oil. Please correct me if I'm wrong.
