Case 1490 hydraulic steering question

I started my grandfather's Case 1490 after a few years of sitting and have no steering. Tractor runs fine but the steering wheel will just spin, with no indication that anything is happening. (Wheels don't move, tractor doesn't sound any differently.) I don't know anything about this tractor (don't hold it against me but I'm a John Deere two cylinder guy). Grandpa may have a had a manual for it but haven't found that yet. What, if anything, are the easy things to check first?
 
It is British. British stuff leaks oil. Probably none in the steering system.

The fill plug is on the round steering pump housing on the right side of the engine level with the starter. Add hytran, ATF or similar until level with the plug.
 
Hey Truckman, Ditto what RGMartin said. I can get you a scanned copy of the owner's manual for the Case (David Brown) 1490. This will help you become familiar with the tractor. It will take me a couple of weeks to get it scanned. In the meantime, you can study the factory repair manual which is available for free in pdf format at the following google site:

There are repair manuals on that site which cover most David Brown models. All free.

I'll post the 1490 manual as soon as I receive it (I just purchased it online a couple of days ago) and scan it.
