What do you intend to do with the tractor? There is certainly nothing wrong with 45s. If you are thinking about competing at the local pulls most use 23s but myself I would try to get some 23s used at 1/2 tread or less. New is not the ticket to the winners circle. If you are simply restoring the period correct is the way to go.
