I noticed that when I was putting the NF on the 831 that the axle is offset about an inch from the pedistal centerline, so it could be installed either forward or back. I measured to see if there was any towin to the hubs but the measurement was the same front to back.
SOO the question is do you install the pedistal with the axle offset forward or back???

You put it on so the wheels trail meaning the they are offset to the rear. Some Case pedestals have an "OF" cast into them which usually goes forward.
 
They need to be set to the rear. Did you use longer bolts? It requires longer bolts to get enough threads in the steering mount. Do I remember correctly that those bolts are not square, being closer together in the front, so the pedestal can only go on one way? Been so long now I'm not sure, but seems like I remember that.
 
Put the F to the front and make sure your bolts aren't too long because they will hit the power steering housing. The bolts used on a narrow front as opposed to a wide front are only 1/4" longer I think. There is also a support ring that bolts on to the bottom of the steering housing for support. It is all shown in parts book.
