960 Combine Steering

When combining last fall the steering was really hard to turn even when moving. The cylinder was leaking oil really bad so we put new seals in it and new hydraulic hoses on it too. Still have the same problem, its really hard to turn the wheels. However if you jack up the axle it will turn fine without any weight on it. The manual hand pump on the steering wheel was leaking a little too so we put new seals in it and that seemed to pump oil fine. All the other hydraulic functions work just fine. Any ideas?
 
how is the head function? does it seem fast or faster than when you could steer it easy? I have seen the flow divider stick that splits the pump GPM between the steering and hyd, if both are slow I would say your pump is tired

I don't have a head on it right now to try it but it seemed to go up and down at normal speed. I do remember when lifting or lowering the header it would turn easier thanks
