Case 530CK low power in 3rd 4th

I've got a mid 60's Case 530CK. I have noticed that 3rd and 4th gear lack power....1st & 2nd seem fine....1st & 2nd work fine in hi & low....3rd and 4th are weak in both hi & low. I noticed my fluid is on the low side in the transmission, but, this one is manual. Anything else I should look at?

I assume then by you saying its standard it is a dry clutch tractor then and not a CASE-O-Matic? if it is a dry clutch I would say your clutch is slipping,, does it have any free pedal? if not try adjusting it so you have 1/1/2" of pedal travel and see if it pulls then
