Case 2594 stick in park

A friend has this tractor and a couple week ago I had to reroute the throttle cable due to who ever putting it on routed it so it could not be idled down. So after I did that the guy said he can not get it out of park.
I would think by rerouting the cable that would not cause a problem but sometimes thing just happen that way.
So on this do you have to hold the brake pedal down to get it out of park like many of the newer cars or is there maybe another problem I need to look for??

I will bite, is the tractor parked on an incline at all? Dads tractor did this for about a year and now park won't hold at all. Ours has between 7 and 8000 hours on it and we are in hilly country so it usually is holding all the time. Our resident Case guy told us the pawl and gear were getting worn out. At first if on an incline at all we would keep an 8 or 10 inch crescent wrench in the cab to stick the handle in the shifter and put in gear to relieve pressure from the pawl and then take it out of park and out of gear with the crescent and we were good to go. Now it won't hold at all and the case guy says it will probably have to be split to fix, he couldn't remember since there were not many 23-2594s in the country.
 
Well if it is on an incline it is not much of one but could be enough to cause a problem. This friend loves to buy auction tractors like form gov auctions and other such things where the machine is used an well not taken very good care of so will have to maybe jack up one wheel and see if that will re-leave the stress
