dc throttle or governor

On my 52 DC, if I move the linkage from the governor to the carb by hand the engine speeds up as it should. When I move the throttle all that happens is that the governor spring stretches but the engine does not change speed. Is this a problem with the governor or is it something else?

Is the govenor laver up front moving freely. Make sure it is not broke. I have two VAC engines and the govenor lever has been welded on both of them? Dick
 
I wonder if the moving parts of the governor isn't stuck. I have the same issue on a 39, just haven't had time to work on it but I will pull the governor regardless, often times they have a flat spot worn on the finger that contacts the bearing, this must be welded up and reground with a smooth radius or replaced (one out of an SC is the same) or the governor won't be responsive as it doesn't want to come off the flat spot
