remove the two screws on the little rectangle cover on the injection pump,,, I bet you have a twisted shaft and damaged pump,, when cranking you should be able to see the part the one timing mark is on move

it was run out of fuel about 8 years ago and set ever since. They did put fuel in it but couldn't get it to start back.
 
my bet still stands then,, sitting without fuel they can draw H20 and Rust, then when it was turned over it twists off the pump drive
 
the injector pump was good had to clean out the fuel lines and re prime the fuel system but it came to life. now the starter is going to have to be rebuilt.

You might consider replacing, rather than rebuilding your OEM starter. The newer Denso starters used on late 188/207 diesels are far superior to the original Delco starters used on the 188 diesels of the 1960s.

I replaced the Delco starter on my 630 diesel with a Denso about a year ago, and wish I'd would have done so earlier. The Denso spins the engine over much faster, which means less cranking, and easier, quicker starts. Now I hit the starter, and it's running.

I rebuilt my old starter twice, before making this change. The money spent on the rebuilds would have more than paid for the new Denso.

Denso is the OEM for the later tractors, but some other aftermarket brands (say cheaper) are available too. I don't know about their quality, but they are available just over $100.

the starter seems to be working good but the tractor still wont start with it. I can pull it 3 feet in gear and it runs but wont hit with the starter
 
the lift will work but only when you are moving and very slow any suggestions there because im lost
