HELP case 310 gas

I need some Help please. I have a 56 case 310 utilitiy converted to gas. I haven't ran tractor in several years. It cranked right up but it now surges with the governor like revs up then revs down and almost quits then it revs up and down again? I did have to replace the clogged fuel filter with another smaller one. Is it maybe not getting enough fuel?
 
A 56 Case 310 utility should be a gas unit but you said converted to gas. Not sure what you mean by that. If its gasoline tractor as it should be make sure the fuel tank fuel line and filters are clean. Also clean all passages in carb.
Check and adjust the linkage to the to the carb from the throttle and governor. Make govenor linkage slides back and forth freely. A 310 should have glass sediment bowl filter under gas tank check the screen in that and clean bowl. A lot sediment might indicate a lot of crud in gas tank which may to need to be removed and cleaned. Also when adjusting the linkage turn the adjusting nut on rod only one turn at a time. the throttle stop adjustment is 1/16 of an inch. A lot of this info has posted before by members like Joe WA and Mel among others with accurate pics but its always best to have a set of manuals to rely on.
