Desperately need help getting case 580b going again

I've had this tractor since the end of January. It
started right up when the guy drove it off the trailer.
Had life turn us upside down, didn't get to try to start
it for two months, then discovered we'd lost the key.
Got a key but wouldn't start. Discovered the ignition
switch had stopped working after we got a key and
still nothing.

Replaced the ignition switch, now I get a
reeeaaaally slow crank on the engine coupled with
a very hot positive battery cable.

I checked the voltage at the starter solenoid and it's
the same as at the jumper cables (battery is also
dead). Starts off ~14 and drops to like 2 when the
starter is cranking. There also seems to be a Los
resistance connection between the starter negative
terminal and ground.

Can anyone tell me something to try next? I'm a
complete newbie at engines and tractors and don't
have much knowledge to go on. I just really need
this thing to work and stop being a gigantic yellow
paperweight in the driveway!

Gas or diesel?? Gonna have to get a good battery to start with. If it is a gas engine the course of action to get it running is different than a diesel. Is the exhaust covered to keep rain out??
 
Sorry, it's a diesel. I know the wire for preheat is disconnected. Actually it appears all the instruments have been bypassed. This thing is a mess...

I will check the exhaust and get back on that. We have had a TON of rain and it is not under cover.

I checked and the exhaust pipe curves over and is cut at an angle so the opening is mostly in the vertical plane. But we've certainly had enough rain with high winds that water could have gotten in. Should I drain the pill and replace?

I also put it all in neutral and checked the movement of the flywheel, it moves easily.

Is there a way to check the starter prior to buying new battery cables? I'm sure it needs new cables (and probably all wiring) I just want to see what all else I need to put on order as well.
