Oil in mechanical voltage regulator??

Thought I'd take the cover off my regulator and some oil poured out of it. Is it normal to have a few tablespoons of oil in it?

I wonder how oil got in it? All I can think of is hydraulic oil dripping from above such as from hydraulics on loader plumbing over the years. Today I'll spray it out with some sensor cleaner.
