Hydraulic Filter Removal?

Completing a rebuild on my 68 680ck and figured since hydraulic system is completely drained I would replace hydraulic filters. Can not figure out how to remove the suction side hydraulic filter. I have removed the center bolt and spring and the filter does not come out. Tried to unscrew it and the top were the bolt sits spins, but the filter does not move. Guessing this is screwed in as well as bolted? Also, filter # is A18789, is this a dealer only item or can it be crossed to a fram equivalent. Any idea on price?
 
That's the one. The picture shows the filters opposite each other, but in reality they sit over each other making it extremely difficult to see and get to the lower one. My view in the manual made me think it was screwed in and was hoping maybe there was a way to break it loose from the bottom? I have the suction tube to the pump removed. Hand power is not enough to make it budge so maybe a pair of pliers. Not much room in the tank so open to suggestions. Next attempt will probably damage it so it will have to come off then.
 
not sure if you have room but a filter wrench sometimes will work, but a big pair of channel locks I have used many times myself
