We recently traded for a Case 310 row crop tractor. We have two major questions and a lot of head scratches. Is there something special you
do to actuate the hydraulics? Like the lift arms? Second, the rear PTO works but the side pulley doesn't. How do you engage it? We have
ordered a book on the tractor but haven't received it yet.
 

The following scans are from a 300B manual. However, they will be consistent with your 310. Your 310 would be considered a "Utility" variant. The 311 would have been considered the "Row Crop" variant. Irregardless, you have found a very capable little tractor.

Make sure the hydraulic pump is engaged. The early tractors have the option to disengage the pump when doing work not requiring the hydraulic system.

The belt pulley has a disengaged position:

If the hydraulic pump drive is engaged, check the hydraulic oil level in the torque tube (pic1). If the hydraulic oil level in the torque tube is very low, check the transmission oil level for high level.(pic2).
