1070 3pt wont lift for about 2 minuets

My 1070 3pt doesnt like to go up. When I move the lever back it takes about 2 minuets before it will raise. If I drop it then its back to another 2 minuets again to lift it. When it does life up it seems to go lift up at a normal speed. I changed both hydraulic filters. Any ideas what could be the problem?
 
The 3 pt valve on your tractor is a 2 speed valve. There is a small orfice in the valve that allows oil to move through slowly, and when a certain amount of oil goes through it shifts the valve to full flow and the 3 pt raises up at full speed. Yours is plugged up so it will not allow the oil through so it will not shift to full flow. These parts are all behind the rectangular cover on the right side of the 3 pt valve. If your wheels are set 75" or wider you can get at the cover above the right brake, and under the cab/platform. The bolt heads are hard to get a socket on. 1/4" drive socket helps sometimes. Once you get them out replace with allen head screws, or cut a slot in the heads for a screwdriver. DO NOT just pull the parts behind the cover out and pull them apart without knowing what you are doing, or you can really mess up the control lever in the cab. Procedure to clean and set the valve is in the service manual. I have not done one for 10 years, and do not remember which of the 3 valves that are under the cover that you need to work on. Someone else might chime in. Make sure you have the proper one!
 
It is the raise plunger, the poppet toward the back, remove all and clean but do not under any circumstances remove the long threaded screw from the lowering plunger. The inside of the raise plunger is sludged up. It can be disassembled and cleaned but the needle setting will need to be reset to book specs. Someone may bail me out on this but I think the needle needs set 3/4 turn back from bottomed.
 
I pulled this plate off the valve and there was some gunk in the one to the right. I hosed everything out with parts cleaner and it didnt help.

The one on the left was clean, has a piston I pulled out, the center was a ball bearing and spring, this was clean too. The one on the right had a stiff spring and had a little gunk in there.
 
I pulled that plunger out and put it in the parts washer and let it run for a while. Then I sprayed carb cleaner in it.
After I put it together it would take about 30 seconds to raise. I kept going up and down and now its about 3 seconds
before it comes up.
 

Did you disassemble the LH one and clean it's interior? There is a plug and an adjustable needle that gets plugged up and not allow oil behind the domed plunger in the end of the spool to push it down into raise position.
