Case VAC hydraulic issue and governor issue

Hi,

I have never been able to adjust my carb or governor so my tractor will idle at a low rpm. Although the governor rod has enough movement to close the throttle blade, it doesn't. With the hand throttle all
the way down it will still idle at 900-1000 rpm. I can force the governor rod and the tractor will idle fine at 500 rpm, but let go of the rod and it pulls back to 1000. I have adjusted the rod so that it is at the end of its travel at wide open throttle as per the manual. It is not the hand throttle spring holding it back.

Also, my tractor has a unknown front loader on it driven from the front hydraulic pump. Now I have it routed so the output of the pump goes to a 2 lever spool valve, then out of that valve and into the eagle hitch valve, then out of the eagle hitch back into the torque tube. When I engage the hitch lever, it also forces the loader valve up. I am not sure if I have this routed the best way, or if there is something wrong with the loader valve? It is branded Commercial Shearing but I haven't found any info about it on the web.
