2290 torque limiter

we have a 2290 that the limiter slips in it. we put a new disc,spring, the heavy plate and spacers that are .750 high, reground the flywheel.and it still slips.i see other people on this fourm have had the same touroble did any of u guys find the problem? I installed the drive disc with the springs to the front im shure that's the way it goes the splines on input shaft are to short to go with springs rearward anybody know with way is right. we have bolted them solid before in pulling tractor before. anybody tried it in a farm tractor or if it will work?thanks for any help. o the tractor runs around 160hp maybe that to much for the single disc
 
Way back "when", we just milled off .050 + off the bushings that clamped the belvue washer to the flywheel. That worked for us on 70 series tractors that we turbo-charged. We just ground them off on the bench grinder and checked and finished them with a file and mic. No big deal.

Plate goes in spring/dampener forward towards flywheel, flat side out. Can be converted to 2 disc TL after replacing planetary sun gear shaft.
