VAC-14 Brake Troubles

I finally got my VAC running. The points were not opening up. Now it runs well, but pull starts only. Battery is charged. Bad coil or condensor?

But about the brakes...the left brake has a high peddle when backing up, but considerably lower when going forward. And if I back up while he's doing the brake pads he peddle will come up. What do you suppose the problem is?

Check your brake pedal return springs under the floorboards. It sounds like one is broken or missing. There should be one on each side, and each one connects the tab on the brake adjusting rod to the end of a triangular bracket which is held on with one of the brake housing bolts.
 
Spring is attached, but not sure how strong it is. Why would I have a higher peddle in reverse than forward?
 
The return springs should hold the pedals up against the floorboards so that the pads are not touching the brake drums inside the housings. If the pedal is moving, then something is missing, broken, or badly misadjusted. The most likely culprit is the return spring, since it is external to the brake assembly. There are also two return springs inside the brake housing, which cause the brake shoe to contract when you take your foot off of the brake pedal. If one of these is broken, or if the brake adjuster is loose, then the brakes can act like you describe.
