CASE IH 1494 fuel issue

I purchased a Case IH 1494 a while back and have been experiencing fuel problems. The tractor will intermittently shutoff during use and would have to have the air bled out of the system for it to start back. It would run once the air was bled off however problem would return fairly quickly. I filled tractor completely full with diesel and found that it would run fine for longer period of time. After troubleshooting I found that the tractor would begin to get air into fuel system after it got below the 2/3sh level in the tank. A friend recommended replacing the steel tube inside the tank thinking it could possible have a hole in it causing tractor to draw air once fuel got below this level. I pulled tank and replaced the inside line but am still experiencing the exact same issue.

Any one have any ideas where to go next? My next direction was to possible change the LIFTPUMP out. Wanted some other opinions also.
