1290 DB Case Engine Rebuild

Guys, after rebuilding the engine, injection pump and injectors, when we fired it up it puffs white smoke. First I thought injector, then I thought valve adjustments, and now timing. Nothing seems to be working, any thoughts or ideas?

I am willing to get stuff tested and check out but it is just frustrating because we have not had an issue like this before.

Does it run at all or just a weak attempt? I pulled a dumba** move on our 1290. I didn't understand the engine designation as it was not the standard C.I. of the engine. Ordered a kit for a AD 4/55 which I had heard of (219 C.I.), but I needed the AD 4/49 (196 C.I.). Pistons are 1/4" shorter for the 219 as it has a 1/2" longer stroke. When I went to start it all I got was white smoke. Only had the compression of a gas engine and it sounded like it. Were the pistons almost flush with the top of the block when you put it together or 1/4" short of that?
 
Loosen the injector lines one at a time when running to try to isolate it to a certain cylinder. Then pull that injector.
