511b runs poorly

This 1958 511b just will not run properly. I've had at least four different professional work on it to no avail. When I start it it will run ok but as soon as it has warmed up a bit it will miss on 2 cylinders. We've given the engine a complete overhaul as well as rebuilding the distributor as per mechanic one. new head gasket as per # 2 and rebuilding the carb as per #3 and #4 now thinks its the governor needs rebuild. If this is true are parts still available? I invite any and all opinions.TIA
 
If its 2 adjacent cylinders I would suspect an intake manifold gasket, start it , get it missing and spray starting fluid right where the manifold meets the head. Any change in the running will tell you what is going on.

Was there a thorough valve adjustment done? with that much work done to it the gasket shouldn't be an issue but somebodys missing something.

Does it pop back through the carb when it acts up or just miss?
 

Does it have copper core wires or resistance wires, is the spark a good fat blue or orangish when you watch it to a ground?

Did you have new guides put in the head for the valves?

Does i miss on cylinders next to each other, 1-2 or 3-4 or is it random. Does it sound like it's firing smoothly on the two it is running on and have you determined which two are down when missing.
 
mEl has forgotten more than I know but if that tractor was mine I would recheck the valve clearance. You've checked or rebuilt about everything else so through a process of elimination I would go back and take a look at the valves.

When the tractor starts and runs fine but has it warms it starts to miss?

That sounds like the one of the valves are just a little tight. slightly tight valve's will do that.

I'm thinking the intake valves are .012 and the exhaust are .020
