TK 1200 timing problems

i put in a new injection pump and seems to be getting fuel to all the injectors but doesn't want to turn over on its own. i noticed my timing was off and found out through the local case dealer that the timing degree was on a sticker that was mounted on a valve cover. unfortunately the sticker is no longer there if anyone knows any info on the timing or what degree this model needs to be set at it would be greatly appreciated.

My book says 31 degrees BTDC.

that is top center of the front piston? correct?

Yes, top dead center on the front piston.
Both rockers on the valves will be loose.
