Case hand clutch?

I was looking at a cc the other day and the hand clutch was different than the other cc"s i have owned. I pulled the clutch back to engage the trans and when i pushed the lever forward it didn't stop. I had to push the lever forward till it engaged forward and then it stops. Has like 3 positions. Is this normal?
 
No I think its totally out of adjustment. forward is release back to engage. Just backward of DC except 39 40 DC use a lot of CC parts. I have changed my CC puller to DC clutch. It took quite a bit of changing as linkage was configured different.
 
They will engage if you push them the wrong way. Usually the pulley brake prevents that, but if the pulley brake is misadjusted, then it will re-engage as you are trying to apply the brake.
