430 power steering question

I have a '63 case 430 that has the power steering reservoir. The tractor is hard to steer from a stop position or slow speed. At speed it is alot easier to steer. I have a late 60's 530 with hydrostatic steering and you can steer it with your fingers from a stop or at any speed....Is that normal for the 430 to be difficult to steer or is there a problem?
 
a 63 model has "power assist" steering the hydrostatic models steer much easier,, that is why they changed, I would check belt tension/condition, pulley's for wear allowing slipping,,, other issues can be spindle thrust bearings/tightness in the spindles ect, also the unit is 52 years old the pump may be getting a little weak, not sure on that one but most have a filter in the pump tank,, it may be plugged
 
ok thanks! belt is good, i will check those other items....the hydrostatic system is an awesome steering system!!
