Color of the mystery DC

I have been saving this for a while, and thought maybe someone would have a idea.

This "DC" was a regular farm tractor for years, and I bought it and 2 others from a guy a few years ago. I noticed the tractor had this greenish tinge to it, and wondered if it could have been a government issue. I enclosed a fender that really shows the green, but it is all over the tractor.

Dan, could it be primer? I have a few NOS parts that have almost a stieger green paint on under the Flambeau.
 
I picked up a VAS that is painted green. I have no idea who did it or why. I am wondering is some were sold implement green?
 
We use this colour for primer quite often, but usually we cover with a darker colour paint. It covers easier that way. If you put a dark paint over a light primer, it will take another coat or two to not be able to see it through the paint.
 
Jim, that is what I was thinking too, but there is a interesting post here that I think answers this
 
I take it that you welded or painted on flambeau's, I suppose it would cover well, guess I'm not knowledgeable on painting
