Well I got the gauge cluster apart and it doesnt look good. ACG Ill be emailing you shortly. Also I cleaned up the exterior of the starter and will be taking it in to get looked at. Once the burned parts were removed from the distributor it looked pretty good so that is a plus.

Is the rear toolbox factory? its mounting bracket looks farmer made.

Also, How does one get in around the dash to remove the bolts that hold the hood & grill on?

And lastly a picture of one Case being used to help the other.

Looks like You've got a good start on her. Cleaning parts is no fun and can drive a guy NUTS in the process I have been cleaning a lot of parts this past year and so far the best thing I have found is a 55 gal drum with the top cut off half full of water and HY test LYE a few hours of boiling and a quick scrub and the paint and rust just fall off.
 
That tool box is factory, and was on the back of lots of case tractors even early garden tractors. My 430 has that same box but its mounted on the fender. The bolt have what is called caged nuts, when there rusted I grind off the head because you will need new caged nuts and bolts. The bolt around the lower front are threaded into the casting.
 
As CK stated any significant resistance in unthreading the bolts best to cut the heads off so you don't distort the square hole the cage nuts are mounted in.
