Does anyone know the proper paint code for the black console, dash, and levers.

I can not help with the paint code, but after restoring a couple of those tractors and using the CIH Non Glare Black, it looks to be about as close of a match as one can hope to find. Rod.

What do you use for the numbers and lettering or are the decals still available?

Don't string me up for this.....I use John Deere medium gloss black. Has a little shine but not too much
