VAC Steering SN before 5570000

Shop manual sais to remove the slop in steering, remove pitman arm, rotate steering wheel until worm wheel shaft has move approximately 1/3 revolution. Then reinstall pitman arm. Does this mean that if this has been done twice since new, that I'm due to replace both the gears?

Basically, yes. However, this will only remove wear from one of the gears in the gearbox at the bottom end of the steering wheel. You will probably need to adjust the ends of the steering rod to tighten that up too. Also, if it has had enough hours to have been adjusted three times in the past (somewhat unlikely, since these parts last a long time, and few people ever adjusted them), then you are probably due for new bushings too.

Well I screwed up again. My serial number is after 5570000. When I pulled the pitman arm it was keyed. When I rotated the steering wheel from stop to stop it was 3.5 turns. Back to the drawing board.
